TDLR Updates:

New Cosmetology & Barbering Rules Go Into Effect August 15, 2025

The Texas Department of Licensing and Regulation (TDLR) has finalized a comprehensive overhaul of the cosmetology and barbering regulations, consolidated in 16 Texas Administrative Code (TAC) Chapter 83 — effective August 15, 2025. The update includes:

  • Repeal of obsolete provisions from previous chapters and sections that are no longer necessary following consolidation efforts.

  • Amendments to key rules, including sections such as §83.10, §83.22, §83.23, §83.25, §83.28, §83.72, and §83.202, clarifying definitions, licensing requirements for individuals, establishments, and schools, as well as curriculum and signage standards.

  • Addition of new rules like §83.15, §83.20, and §83.80 to streamline and reorganize regulatory requirements, ensuring clearer language, updated terminology, and revamped fee structures.

These changes bring clarity and consistency to the regulation of barbering and cosmetology professions in Texas. The full details are now available in the Texas Administrative Code, and we recommend reviewing them to stay compliant.facebook.com+11sos.state.tx.us+11tdlr.texas.gov+11
